Short Biography
Carlos J. Orozco is a senior project manager at the Center for the Future of Cities at Tecnológico de Monterrey, where he also teaches in the Urbanism and Civil Engineering programs. His work focuses on sustainable urban mobility, accessibility, and land use planning. With more than 20 years of professional experience, he has led strategic projects at the intersection of transportation and territorial development. He previously served as director of urban mobility at WRI México and held several leadership roles in Nuevo León’s state government, where he helped establish the State Mobility Management Center and coordinated the Metropolitan Sustainable Urban Mobility Plan. He currently advises public institutions and multilateral organizations on urban mobility and planning policy. He holds dual master’s degrees in urban planning and civil engineering with a specialization in transportation from the University of Wisconsin-Milwaukee, and he has a BS in civil engineering from Tecnológico de Monterrey.
